Tom Mullikin Presents at the 17th International Conference on Modeling, Monitoring and Management of Air Pollution in Tallinn, Estonia

Tallinn, EstoniaTom Mullikin was invited to participate in the 17th International Conference on Modeling, Monitoring and Management of Air Pollution. The conference, sponsored by Wessex Institute of Technology, was held during July 20-22, 2009 in Tallinn, Estonia. On July 22, Tom presented his paper “Guiding Principles for Creating Environmental Regulations that Work,” which also was published in “Air Pollution XVII” in connection with the conference.

Each year, this conference brings together scientists, business leaders and policy makers from around the world to tackle the challenges surrounding the issue of air pollution. Mullikin’s paper covers the global nature of climate change, how policy makers must craft solutions that are flexible to account for rapidly evolving scientific knowledge, and the importance of implementing regulations that are market driven and effective in application.

Also while in Estonia, Tom was invited to speak on the issue of climate change to faculty and students of the Institute of Geology at Tallinn University of Technology. Topics discussed included Estonia’s unique energy challenges, and approaches that Estonia may be able to use to cost effectively reduce their carbon footprint. Scientists at the Institute of Geology track atmospheric concentrations of carbon dioxide over Earth’s history. Alvar Soesoo, Ph.D, commented that, “Your lecture on global climate change was truly fascinating.” In addition to presenting, Tom toured their vault of fossils, which is the largest in the Baltic region.
